This research aims to verify the effectiveness of the cartoon concepts strategy in developing some concepts and skills in mathematics for children with special needs. Special needs are attached to government schools affiliated to the Ministry of Education in the Sulaymaniah Governorate. The research sample consisted of (12) boys and girls enrolled in special classes at (Shakar) School in Sulaymaniah Governorate, which provides educational services for children with special needs. After they were homogenized in terms of chronological age and IQ, the degree of their knowledge of concepts in mathematics. The ages of the individuals ranged between (7-10) years. The test consists of (31) test score paragraphs, which are tasks that the child is asked to perform through the instructions and steps in each paragraph. The college test scores range from (zero - 162) degrees, divided into (5) sub-tests and geometric shapes divided into (4) For a subtest (each correct answer one score and zero false). The research tools consist of an intelligence test and a test of mathematical concepts. The researcher reached several results, the most important of which are: There are statistically significant differences at the level (0.05) between the pre and post application to test concepts and skills in favor of the dimensional application and geometric shapes in favor of the dimensional application and size in favor of the dimensional application and length in favor of the dimensional application and to test numbers (1-9) in favor of the application dimensional.
